Score each statement from 0 (not addressed) to 3 (well evidenced).

The user problem and intended outcome are specific. The technical claims have evidence appropriate to the current stage. Required data, facilities, compute and partners are identified. Rules, standards, safety and conformity questions have owners. A credible adopter, buyer or exploitation route is involved. The project has measurable milestones, decision gates and a continuation route.

What a low score means

It does not mean the innovation is poor. It means one or more assumptions should be converted into evidence before the project makes a larger commitment.
